In small bowl mix first three ingredients, coat meat. In Dutch oven, brown meat, add onion and garlic. Add tomatoes to browned meat. Add all remaining ingredients, except potatoes, and frozen vegetables. Bring to a boil, reduce heat, and simmer covered 1 hour, stirring occasionally. Stir in potatoes and frozen veggies. Simmer 1 hour longer, covered, until potatoes are tender, stirring occasionally/ Server with cornbread, or crackers.
